EDIT: called cyberpower today and got an RMA. Gigabyte 3080. Swapped it out for my old 980ti and everything worked perfectly so I know it's the 3080 that's the issue. It's weird to me that the gpu light comes on, so I know it's powered, but the gpu fans don't.
